Why doesn't someone take responsibility for all those unloved bikes & frames which have been scrapped and left chained up, cluttering our public bike racks. It creates a visual awareness that suggests the same can happen to your bike, so can you confidently lock it up next to a dismantled & pillaged bicycle? I think Bicycle Victoria should take the mantle and patrol for these sunken ships - clean the streets - I mean the thieves have bolt cutters, surely someone can cut them loose from their limbo to rest in peace or be resurrected.
